A week of Offerings – Budget Day

In Wellington this week, the announcement of the 2022 / 2023 budget was the ‘happening of the week’.  Below is a summary of the Education Budget announced yesterday -

1. $88 million (pre-announced) to get students present, participating and making progress in their learning. Nearly half has been allocated to regions, so schools and clusters can co-construct local solutions.
2. The equity index is to be introduced, replacing the decile system. $75 million is to be injected into Operations Grants and there is a guarantee no schools will lose funds in 2023
3. $90 million (from the Health budget) to extend Mana Ake to support mental health and wellbeing
4. $13.4 million for learning support, for deaf students, those in remote locations and for the creation of Community Learning Hubs
5. $80 million (pre-announced by Minister Davis) to support Kaupapa Māori and Māori Medium education and $120 million for kura property infrastructure
6. $20 million (pre-announced by Minister Sio) for Pasifika education.
7. $135 million for ‘curriculum refresh’ including developing resources, assessment tools, PLD and the NCEA change programme.
8. 2.75% increase in operations grant to schools
9. $22.3 million for Leadership Advisors

For the first time since the Tomorrow’s Schools policy was introduced in 1989, we have a focus on curriculum, which will include provision of resources and PLD. That is something to celebrate and creates exciting opportrunities for us all.

Similarly, we are pleased to see the big ticket item, school infrastructure, feature, particularly Kura property, which will be welcomed I am sure.

On the down side, The Operations Grant increase of 2.75% falls way short of current inflation and there was no new funding allocated to increasing the number of Learning Support Coordinators, who play an important role in those schools fortunate enough to have one.

No doubt there will be more analysis of the Budget in the coming weeks. Meanwhile principals will continue to do all they can, with what they have for students, teachers, staff and whānau. 

The Curriculum Road Show:

This week, I would ask that you register for the event in your region.  The Road Show is an opportunity to connect, reconnect and do some learning and networking kanohi to kanohi.

The ‘Raranga Tiro Leadership Framework’:

This week, we bring you Version 3 of ‘Raranga Tiro Leadership Framework’.  This is a framework being developed to support systemic leadership professional development for principals, at each stage of their career.  You can access Version 4 here.

The ‘National Education Learning Priority’ (NELP 3) is focused on quality leadership and quality teaching. What we do not have is an equitable professional development system that supports us to develop our leadership, at all stages of our career.

The ‘Raranga Tiro Leadership Framework’ addresses: 

• The lack of equity of access to Leadership PLD
• The lack of a plan for systemic progression in development of leadership capabilities
• The lack of principal input in to the design of personalized, Leadership PLD
• The lack of opportunity to do specialist leadership PLD (e.g. Leadership of special character schools)
• The inequitable PLD leadership resourcing structure, within a fragmented centrally-funded leadership PLD system

Version 1 of the ‘Raranga Tiro Leadership Framework’ (RTLF) was created in February using data collected from principals in 2021.  From NZPF Executive feedback, Version 2 evolved and was shared with PEAK Body leaders and external providers in March.  Again, feedback was sought, which informed the development of Version 3. 

As we share this with you, we are seeking your input, thoughts, wonderings and questions.

This is not a final version.  It is a working document.  At this stage of development, it is not a detailed document.  Once we have consensus that the vision, the principles and the framework are right, we will then begin work on the detail.  Please send your feedback to office@nzpf.ac.nz by Friday 24 June.  Your contributions will be collated, synthesised and used to inform the next stage of development.
